The short answer

Both are agentic coding tools that edit files, run commands and open pull requests, and each uses only its own company's models. Pick Claude Code if you want an agent tuned for long, multi-step work with hooks, subagents and MCP extensions. Pick Codex if you already pay for ChatGPT, since it is included in every ChatGPT plan, even the free one, and its CLI is open source.

Claude Code or OpenAI Codex: our take

Claude Code reads your codebase, edits files, runs shell commands and tests, and handles git work, asking permission before risky actions. It runs in the terminal, as VS Code and JetBrains extensions, in a desktop app, on the web and from Slack, and it is known for long tasks such as migrations and refactors. It can be extended with hooks, subagents, skills and MCP servers. Codex covers similar ground: an open-source CLI, an extension for VS Code and forks such as Cursor and Windsurf, JetBrains and Xcode integrations, and Codex Cloud, which works in a sandbox and returns a diff or pull request. It can also review code and be scripted in CI with codex exec.

The pricing model is the clearest difference. Codex is included with ChatGPT Free, Go, Plus, Pro, Business, Edu and Enterprise, with higher plans getting more usage; Plus is $20 per month and Pro plans are $100, $200 or $500 per month. Its usage limits are shared with other ChatGPT features. Claude Code has no free tier: it comes with Claude Pro at $20 per month billed monthly, Max, Team at $20 per seat/month billed annually, Enterprise, or pay-as-you-go API billing. Heavy use can hit plan limits or run up API costs on either side.

Both run on macOS, Windows and Linux, and both lock you to one vendor's models, although Claude Code can reach Claude models through cloud providers such as Bedrock or Vertex. Codex Cloud tasks need your repository connected to OpenAI.

If you already have a ChatGPT subscription, or want to try an agent without paying, start with Codex. If you do long, complex changes and want fine control over how the agent behaves, Claude Code is the stronger fit. Teams can reasonably trial both on the same task before standardising.

Which should you pick?

Choose Claude Code if…

  • Developers who want a capable agent for long, multi-file tasks driven from the terminal or IDE
  • Handles long, multi-step changes and runs your tests itself
  • Same agent across terminal, IDE, desktop, web and Slack

Choose OpenAI Codex if…

  • ChatGPT subscribers who want a local and cloud coding agent without another bill
  • You want a free option (Claude Code is paid only)
  • You need iOS, which Claude Code doesn't list
  • Included with ChatGPT plans, including a limited free tier
  • Same agent locally and in cloud sandboxes

About each app

What is Claude Code?

Claude Code is Anthropic's agentic coding tool. It reads your codebase, edits files, runs shell commands and tests, and handles git work such as commits, branches and pull requests, asking for permission before risky actions. It began as a terminal CLI and now also runs as VS Code and JetBrains extensions, a desktop app, on the web, and from Slack, so a task started in one place can be checked from another. It is popular for long, multi-step work like migrations, refactors and bug hunts, and it can spawn subagents, run hooks and connect to external tools through MCP. It uses Anthropic's Claude models only, though the CLI and IDE plugins can also be pointed at Claude via cloud providers such as Bedrock or Vertex. Access comes with Claude Pro, Max, Team and Enterprise subscriptions or pay-as-you-go API billing; there is no free tier for Claude Code itself. It runs on macOS, Windows and Linux.

What is OpenAI Codex?

Codex is OpenAI's software engineering agent. You can run it locally as the open-source Codex CLI in your terminal, as an extension for VS Code and VS Code forks such as Cursor and Windsurf, with dedicated integrations for JetBrains IDEs and Xcode, or delegate tasks to Codex Cloud, where it works in a sandbox and returns a diff or pull request. It also reviews code, connects to GitHub, Slack and Linear, and can be scripted in CI with codex exec. The main draw is that it is included in ChatGPT subscriptions, from the free and Go tiers up to Pro, Business and Enterprise, with higher plans getting more usage and faster modes; you can also pay per token with an API key. It uses OpenAI's own models. It suits developers who already pay for ChatGPT and want one agent that moves between their laptop and the cloud. The CLI runs on macOS, Linux and Windows.
