Exotel vs Twilio
Updated November 2026 · AppBreakup editorial

Exotel
Cloud telephony and contact-centre platform with voice, SMS and WhatsApp APIs, focused on India.

Twilio
Cloud APIs for SMS, voice, WhatsApp, email and phone verification, billed by usage.
The short answer
Exotel suits Indian and Gulf businesses that want a ready-made contact centre, IVR and call analytics with sales-led plans. Twilio suits developers anywhere who want to build messaging, voice and verification into their own product through APIs, paying as they go. The biggest difference is approach: Exotel sells a finished telephony product for phone teams, while Twilio sells building blocks for engineers.
Exotel or Twilio: our take
Exotel started in Bengaluru in 2011 and is built around phone-heavy sales and support teams. It gives them virtual numbers, IVR menus, call routing, recording and number masking, plus SMS and WhatsApp from the same account. On top sit an omnichannel contact centre, conversation analytics that score calls, and AI voice and chat agents. Its long experience with Indian telecom rules and carriers is a real advantage there, and it lists 150+ integrations. Twilio is a developer platform first: teams call its REST APIs and SDKs to send SMS, RCS and WhatsApp messages, place and route calls, send one-time login codes and look up numbers. It also owns SendGrid for email and the Flex contact-center platform, so it can reach into contact centres too, but most of its users are writing code.
Pricing works very differently. Exotel has no self-serve price list; plans for its contact centre, phone system and APIs are quoted by sales, with a trial available. Twilio is pay as you go with no contract and a free trial that needs no credit card. SMS starts from $0.0083 per message, WhatsApp from $0.005 per message, and outbound calls from $0.014/min, though carrier fees and US 10DLC registration add cost, and rates vary by country.
Coverage also differs. Exotel is centred on India, the Gulf, Africa and South-East Asia, while Twilio is used globally. Twilio's product range is broad enough to be hard to navigate, and at high volume its per-message rates are higher than some carrier-owned rivals.
Pick Exotel if you run a call-centre or field sales operation in India or the Gulf and want a finished product with analytics and local carrier know-how. Pick Twilio if you are a developer adding texts, calls, WhatsApp or 2FA to an app, want to start without talking to sales, or need reach well beyond those regions.

About each app
What is Exotel?
Exotel is a Bengaluru-founded cloud telephony company that helped bring voice APIs to Indian businesses in 2011. Companies use it to give sales and support teams virtual numbers, IVR menus, call routing, call recording and number masking, and to send SMS and WhatsApp messages from the same account. On top of that sits an omnichannel contact-centre product, conversation analytics that score every call, and AI voice and chat agents that answer routine queries before passing customers to people. It also offers voice streaming for teams building their own AI voice bots. Exotel serves startups and enterprises in India, the Gulf, Africa and South-East Asia, and is often compared with Knowlarity, Ozonetel and Twilio. It is paid and sales-led: plans for the contact centre, business phone system and APIs are quoted rather than listed with self-serve prices, though a trial is available. Everything is cloud-hosted, with a web dashboard and APIs.
What is Twilio?
Twilio is the best-known communication platform for developers. Instead of buying phone lines or SMS gateways, a team calls Twilio's APIs to send and receive text messages, RCS and WhatsApp messages, make and route voice calls, verify users with one-time codes, and look up phone numbers. It also owns SendGrid for email, the Flex contact-center platform and the Segment customer data platform, and has added voice AI and conversation-memory products for building AI agents. Developers use it for appointment reminders, login codes, delivery alerts, call centers and support lines. Pricing is pay-as-you-go per message or per minute, with volume discounts and a free trial that needs no credit card; costs vary a lot by country and carrier fees. It is a hosted service used through REST APIs and SDKs for most languages, with a web console. The breadth of features is its strength, but at high volume teams often compare it with cheaper carriers such as Telnyx or Plivo.
